EFST_POSTDELAY and per-skill delays

Automatically check EFST_POSTDELAY and per-skill delays in skill blocks.

Don't use non-existing (generated) status names in the place where status handles are used. Handles are always the same, names aren't. Maybe it's fine to generate status handles from skill handles.

Why the Hell we still use Names and stick to them???
almost everything could be an ENUM.
