r8243 allow_ticket in portals

An argument which is optional and can be totally omitted in the middle of the list doesn't look like a good idea (notice how zeny cost is not just omitted from the middle, even if there is no cost). Portals need other options, like "initially disabled", for example, so maybe explore some more convenient way for custom options?

Also, type of ticket isn't specified and there is only one type hardcoded, while other similar tickets already exist (Airship). It should be configurable as a possible tickets list for every portal, at least.
