Action Delay status comes together with skill usage.
Unlike when other statusses ends,
the server doesn't seem to be sending a actor_status_active to deactivate the Action Delay status.
So is the Action Delay status clientside?

kRO RE doesn't use this anymore.
I'm closing this till it pops back up somewhere.
(because well, its just the skilldelay for the RO client, which is not so important for kore)
