Can't connect to Account Server, please help!

I can't seem to connect to the server account despite following the guide. Please help!

This is the error that I have receiving

and the PE viewer said that the Time Date is 51C04106, and said Jun 18, 2013 11:14:14.
any idea where I went wrong?
