Where to download WPE?

Hello guys...

I'm trying to get the config data for a new Ro Private Server but unfortunately the guide tutorial is for WPE, when I click the page it is redirecting me to a school page.

Does anybody know where can I download WPE, of course a safe way, cause surfing in the web I found some fishy sites.
