Not sure if it's a registration setting problem or a user group setting problem. Either way, it's covered in these(one of them requires doing the opposite of what the OP wants, but lists all the sections).

New Member Post Limit should probably be 1 or 2. I don't think many spammers will make a bunch of normal posts first.
