Anyone can help new server RO

the server i play is sarah server its site is sarahserver.net

in server.txt i put like this
[Philippine Sakray]
ip 202.57.118.232
port 6900
version 1

thats only because that 3 is the thing i get when using grf tool in data.grf "i dont wonder why its philippine sakray even its sarah"

in config i just put the server user and pass
i run the wxstart then it asked for compile then i compile it.
connecting to account server....
Connecting (202.57.118.232:6900)...
then this will happen
Connecting (202.57.118.232:6900)... couldn't connect: Unknown error (error code 10060)
Timeout on Account Server, reconnecting...
until there nothing happen please help me how to fix it
