WEP PRO can't sniff a packet

I try 3 times to sniffing a packet. but after 64 00 it isn't same value.
Now i already know ip and port. Please help me.

I turn off an antivirus and windows firewall. but it still can't get a packet.

The packets are encrypted.
Maybe you need to find the algorithm, if you dont know how to, forget.

Server is protected by Gepard Shield. I think, you should forget an idea to bot here.
