PRoblem with bubble gum

I don't exactly know why it doesn't work but my bot doesn't still use bubble gum

here's the block that I use:

useSelf_item Bubble Gum {
whenStatusInactive Bubble Gum
timeout
inLockOnly 1
notInTown 1
disabled 0
}

help pls

T___T I really need help here my merchant has a lot of it and I don't know how to let the bot automatically use it
