Did you use the exemple block at the config.txt file with the file name, like: scriptfile lines_CM.txt
and did you create this file empty or edited at the openkore root folder?
TIP: The file will only be writed in with new sentences, when the openkore bot is closed!

Yes i have and i made it an empty file inside the root folder but either way its not making or writing in it

I never test it on the SVN, I just use the latest stable version, today is 2.0.5.1! I assure you that it works on this version.
Yes, it had some problems on the version that today should be the version 2.0.0, I think.

What version are you using?
I have tried this plugin as well as the old one on 2.0.5.1.
I even tired making scriptfile inside another folder.
ex.
scriptfile Dee Response\public.txt

I'm using SVN so that might be the problem but i need to use SVN for my server so I'm kinda screwed i take it....

i think SVN has some problems with that plugin couse on 2.0.5.1 it run normal
i had the same problem with SVN the plugin was useless
