First, your build is a little bit incorrect. You should not have put you agi to 99. And your str should be in the multiple of 10.

However, go to turtle dungeon entrance or level 1. Use elemental dagger for a faster leveling.

Don't bother with elemental daggers since you have a decent katar anyway. Your stats are kinda messed up but you botted to 98 already didn't you? 99 shouldn't take that much longer. If you get DB'ed or give up, you could always buy blanks to do the job.
