Still doesn't use the skill on the attackskillslot

I basically stationed my thief in morroc to attack only Argoses. I set the mon_control.txt so that it won't attack any of the other monster in the map.

Now my problem is that i still want it to use steal, regardless if it attacked the monster or not.. but i never saw it use steal even once...
