Unable to talk to NPC at alberta going to turtle island

why is it having yellow text saying my bot cannot talk to NPC going to turtle island?
I have enough zenny, my other bots work.

afaik you have to talk first to the Turtle Granpa NPC @ alberta inn to access the turtle island map.
