Bot storage 45% problem/Store everything

My bot only stores til its at weight = 45%. I have All 0 1 0 set in items. I have no idea why it wont store everything in its inventory. Any thoughts as to the cause?

Character case in items_control doesn't matter for anything.

are you on classic?

there are a few starter items that cannot be stored (novice potions, kafra tickets, novice fly wings, etc)

and from experience my bot either gets stuck in a loop trying to store these things or just completely stops storing things and leaves
