Help>WPE can't open Ragnarok Frontier exe file

Trying to use Winsock Packet Editor to open my server's exe file. After double clicking the 'target', nothing shows or pops up. I tried another packet editor program and it said it can't open it.

Steps to what I did:
Open WPE then the game.
On WPE, clicked Target, then double clicked the game's exe. Nothing happens.
I did run everything as Admin or change compatibility, just for the heck of it.

Is there another way to get these info? Or is this a security measure?

I just did some reading, instead of searching, and figured this server might be harmonized.
