Bot refuses to pick up items from other players

No matter what settings I use, the bot absolutely refuses to pick up any item from monsters it hasn't killed. To test this I went to Orc Dungeon level 2 (orcsdun02) on iRO servers where there are literally thousands of items sitting on the ground at any given moment from all the AFK alchemists leveling their homunculi.

The bot refuses to pick up anything. (It isn't overweight or stuck.) Most of the time it ignores the item, walks right past it, and won't even attempt to gather. Very rarely it will attempt to gather something, but it always fails with one of two messages.

"Failed to gather (item) : No looting!"
"Failed to gather (item) : Lost target"

The items are not being picked up by someone else or disappearing. Kore just won't gather. Here are the relevant sections of config.txt and pickupitems.txt. I think I have everything configured correctly.

Finally here's an example of it passing by items it should be picking up. There are so many items on the ground in this dungeon, it's passing by this many every couple seconds.

You can take before sometimes if the other person give up an item. :/
