utf-8 not working

Hi, i get the syx error when i open openkore (malformed utf-8 character at parser.pm line 44 <$fp> line 2) I tried converting my parser.pm to utf-8 coding 100 times with 100 different programs. Am i doing it wrong? Not sure if im converting the right file or wahts going on, been at it for an hour. Could someone post the converted file if i am converting the right file and its just not working!? halp plz =[
